Liliana Freedman is the President and CEO of INCATech, a 100% Woman Owned Small Business, which she established in 2007. Prior to forming INCATech, Liliana earned a Bachelor's Degree in Computer Science from the University of Maryland University College, then embarked on a 16 year career in information technology and software development with Computer Sciences Corporation (CSC). During this time she honed her skills in the craft of delivering value added IT and software solutions for Government customers while at the same time nurturing a dream of owning an IT consulting business.
Bruce Freedman serves as INCATech's Vice President of Corporate Development. In this role he is responsible for all business development, capture, and program execution resulting in a portfolio of delighted customers and past performance references. Additionally he leads numerous initiatives to expand and mature INCATech's infrastructure, qualifications, contract vehicles, and business processes to provide a robust platform to sustain the company's growth.
Wayne Staub is the Vice President of Financial Operations for INCATech, LLC and is responsible to manage financial aspects of enterprises to include financial planning and analysis, cash management, budgeting, contract management and accounting.
Jesse Osborne is INCATech's Chief Technology Officer (CTO). Jesse earned his undergraduate and graduate degrees in Geography and Environmental Science, and Geographic Information Systems (GIS), respectively from the University of Maryland, Baltimore County (UMBC). Originally a government civilian research scientist at the U.S. Geological Survey, his passion and curiosity for technology grew and led him to serve well over 20 departments, agencies, and organizations throughout the federal government in various capacities as a GIS professional.
Wray Johnson serves as Senior Geographic Information System (GIS) Architect for INCATech. Wray has over 35 years of professional software development experience serving in the capacities of an entrepreneur, employee, and as an independent contractor. In the 16 years prior to joining the INCATech team, Wray designed and led the agile development of several high-profile GIS-centric software applications for top US Intelligence Community (IC) agencies, each of which were multi-year programs of record (POR).
