Chief Technology Officer
Jesse Osborne is INCATech’s Chief Technology Officer (CTO). Jesse earned his undergraduate and graduate degrees in Geography and Environmental Science, and Geographic Information Systems (GIS), respectively from the University of Maryland, Baltimore County (UMBC). Originally a government civilian research scientist at the U.S. Geological Survey, his passion and curiosity for technology grew and led him to serve well over 20 departments, agencies, and organizations throughout the federal government in various capacities as a GIS professional. Jesse has supported customers in the Intelligence, Defense, Homeland Security, Law Enforcement, and Scientific communities in roles ranging from geospatial data scientist, GIS architect, GIS developer, GEOINT analyst, and GIS instructor/lecturer.
Through the lens of mission-focused solutions delivery, Jesse had come to INCATech to lead the GIS Practice and successfully grew the program’s portfolio from 1 project to 9 over his first two years. As INCATech’s Chief Technology Officer and is responsible for overseeing INCATech’s technological vision, leading and growing INCATech’s expanding practice areas, maturing and establishing new technology partnerships, and leading our R&D technical initiatives. As a key strategic advisor, he oversees and manages all functional technology practice areas to collectively understand a customer’s mission & objectives to optimally design, develop and execute work plans. Jesse provides thought leadership, innovation, and creativity to inform strategic recommendations to the customer and internal INCATech leadership in order to affect improvements in processes, deliverables, and outcomes.
